What is Case Management?

Upon approval, you will assigned be a Case Manager. A dedicated Case Manager will listen to your career goals and help you create a plan. We support you through the nursing registration and settlement process, answer your questions, and help you feel confident as you work toward getting licensed and finding a job.

How can Case Managers help?

Our Case Managers start by reviewing where you are right now then create a step-by-step plan made just for you. We help you understand CNO letters, choose affordable courses, prepare for exams (CELBAN, IENCAP/OSCE, NCLEX/CPNRE), gain Canadian experience through job shadowing/mentoring, and support your job search with resumes, interviews, and references.

Who can Case Managers help?

The STARS program Case Managers can help Internationally Educated Nurses who are living in Ontario and want support to become registered and find work. Bessie Nasiopoulos, RN, BScN Case Manager & Professional Development Lead

"I thought I’d land here and pick up right where I left off. Spoiler alert: not quite. Like many IENs, my first challenge wasn’t nursing, it was survival. I applied for a job everywhere, and everywhere I went, the answer was the same: “Sorry, no Canadian experience.”

I came to Canada in 2011 with my family, three suitcases, big dreams, my trusty Greek frappe, and 12 years of nursing experience in Medical Oncology, as a Charge Nurse, Clinical Instructor, and background in Nursing Administration. I thought I’d land here and pick up right where I left off. Spoiler alert: not quite. Like many IENs, my first challenge wasn’t nursing, it was survival. I applied for a job everywhere, and everywhere I went, the answer was the same: “Sorry, no Canadian experience.” I ended up working as a waitress at a Greek banquet hall and later in a bakery. Honest work, but a huge identity shift. Somewhere between serving tables and slicing bread, I wondered if I’d ever feel like a nurse again. And as the months passed, something else happened. I started to shrink. I spoke less. I doubted myself more. Registering as an RN in Ontario in 2014 was a huge milestone, but not without challenges. Translating over 100 pages of my University transcripts at $50 a page, paying for exams, and juggling family and bills felt impossible at times. Then came the RNCCAP and Jurisprudence exams, language tests, and the CPRNE exam. Finally, I was a nurse again, but my confidence had taken a serious hit. Everything felt different. The IV supplies, scope of practicethe new equipment were all unfamiliar. I kept asking myself: I was a good nurse back home… but can I really do this in Canada? What carried me through was perseverance, the unwavering support of my family and friends, and the guidance of CARE Centre. Step by step, I rebuilt my confidence and spent over six years at Sunnybrook Odette Cancer Centre as a Certified Chemotherapy RN, rediscovering my voice, my skills, and the nurse I always knew I was. I am deeply thankfulto my family and friends for believing in me, to CARE Centre for guiding me, to every nurse who supported me along the way, and to every patient who made me a better nurse. 

Today, my journey has come full circle. For the past four years, I serve as a Case Manager and Professional Development Lead at CARE Centre, and I also teach the Transition to Practice course for IENs at Toronto Metropolitan University. My focus is helping IENs not just get licensed, but integrate, thrive, and lead with confidence, supporting patient safety and clinical excellence along the way. Every time I meet a new IEN, I remember my 2011 self. Nervous, unsure, wondering if I’d ever feel like a nurse again. I think of one IEN who had waited months for an interview. Together we strategized, practiced meeting after meeting, and built confidence step by step. Seeing them join the final mock interview with their head held high reminded me why this work matters. It’s not just about licensing. It’s about reclaiming professional identity. I’m passionate about creating education sessions, partnerships, and programs that build confidence, strengthen skills, and prepare IENs for Canadian nursing practice. I firmly believe IENs aren’t “catching up”, they’re bringing immense value to our healthcare system. And If someone like me, who once couldn’t get hired anywhere, can stand here today, then trust me: so can you. Teamwork makes the dream work!! So let’s do this together! We see you. We believe in you. We’ve  got you!

When I first came to Canada as an Internationally Educated Nurse, I did not have the right connections or a clear roadmap to guide me. I remember standing at the beginning of my journey, often questioning whether I was taking the right steps or missing other possible pathways. The uncertainty felt heavy, and at times, I came close to losing my professional identity. Looking back, I realize how powerful it would have been to have someone reassure me that I was not alone—someone who could guide me, answer my questions, see my worth, and remind me that my skills, sacrifices, and identity as a nurse truly mattered.

Today, as a Case Manager, it is deeply meaningful to support IENs as they navigate the same journey I once walked alone. I listen to your stories, help you explore pathways aligned with your goals, and walk alongside you as you rebuild confidence, rediscover purpose, and flourish in your nursing careers. Having lived the IEN experience myself, I understand the sacrifices involved—from leaving your home country to starting over professionally—and it is a privilege to be someone you can rely on, who believes in your potential, celebrates your progress, and supports you as you move forward.

I believe in the power of positivity, ensuring that my interactions with IENs is a positive experience. I never want anyone to feel undervalued, unsupported, or misinformed. As a Case Manager, I guide IENs through the regulatory, employment and settlement processes with the goals being successful registration, sustained employment, and social integration. As a Case Manager,  I am versed in the Ontario nursing licensure process, able to effectively target job applications for the healthcare sector, and proficient in providing key settlement guidance to Ontario newcomers.

When I first orientate a new IEN to CARE Centre, I explain that as their Case Manager, I am holding the map, sitting in the passenger seat as they drive down the road of their life. They are in control, but no longer alone trying to navigate on their own. I bring to my Case Management role 20 years of experience as an ESL teacher, Language Assessor, Employment and Settlement Counsellor. Being able to support IENs back into practise as either a Registered Nurse or Registered Practical Nurse in Ontario is truly an honour.

STARS Case Management

The Supports Training & Access to Regulated-employment Services (STARS) program welcomes and supports Internationally Educated Nurses who have decided to settle in the province of Ontario.  

The Supports, Training, and Access to Regulated-employment Services program (STARS) is funded by the Government of Ontario.

A client–centred and accessible customized service.  Based on a comprehensive assessment a highly experienced team of case managers guide Internationally Educated Nurses through the regulatory and settlement processes with the goals of successful registration, sustained employment and social integration. Services are provided in a culturally sensitive environment, respecting the uniqueness of all members. The CARE Centre case management program model places the IEN at the centre of everything we do.  

Starting with an in-depth nursing readiness assessment, our case managers work with each IEN to develop an individualized action plan to provide:

  • guidance to analyze and interpret CNO letters including Letters of Assessment in the registration process
  • assistance in identifying the best and most affordable academic and skill development supports needed
  • preparation for CELBAN, IENCAP/OSCE and/or NCLEX-RN or CPNRE exam success, as well as any additional submissions or testing required by the CNO.
  • opportunity to experience the Canadian healthcare workplace through Observational Job Shadowing and Virtual Mentoring programs
  • assistance with job search tasks (resume writing, interviewing skills, labour market research)
  • Provide character reference for clients when finding employment
